The I-TRACK Foundation has paused the issuance of International Renewable Energy Certificates (I-REC(E)) in Uruguay until further notice, following a legislative change establishing Uruguay’s national Renewable Energy Certification System (S-CER) as the only certificate system recognized for the country’s national electricity system.
Uruguay’s Budget Law No. 20.446, adopted on 16 December 2025 for the 2025–2029 period, states in Article 284 that certificates issued under the S-CER by the Ministry of Industry, Energy and Mining (MIEM) shall be the only certificates valid for the national electricity system.
The I-TRACK Foundation approved I-REC(E) issuance in Uruguay in July 2025 for renewable electricity generators with an installed capacity below 1 MW that were not covered by the national S-CER system. The issuance pause follows consideration of the legislative change and discussions with local stakeholders.
The I-TRACK Foundation has coordinated the implementation of the pause with the Issuer, Green Certificate Company (GCC), and Registrants of the devices currently registered Uruguay have been informed the pause.
