The original Residual Mix Deadline (RMD) represents the last day issuance for the previous year could be done within the regulations of the code, normally May 15th. In 2020 a relaxation of the residual mix deadline was agreed by the Board due to the then-emerging COVID19 global crisis.
After reviewing the positive impact the relaxation of the residual mix deadline had on Issuers, an underlying issue that had been inadvertently created by the RMD was identified. Particularly, as the I-REC(E) system has grown, the RMD has resulted in many Registrants requesting issuance in the weeks prior to the RMD leading to a high peak in workload for the Issuers which resulted in work-overload, delay, and eventually Registrants requesting exceptions. This, combined with the COVID-19 pandemic, resulted in an untenable situation for Issuers and resulted in the delay of the RMD in 2021 from May 15th to September 15th in 2021.
A long-term, more permanent solution has been determined and approved by the I-REC Standard Foundation Board for Issuers and Registrants alike is a rolling Residual Mix Deadline. The rolling deadline aims to provide a more manageable workflow for all stakeholders.
