Updated issuance criteria in Taiwan

The I-TRACK Foundation Board has approved expanding the issuance criteria in Taiwan to include solar and wind facilities that are not benefiting from a Feed-in-Tariff (FiT). This change has been in effect since 1 January 2026 and allows Registrants to request issuance from previously excluded devices in line with the normal residual mix deadline requirements. This means that devices can be retroactively registered as of 1 January 2025 until the residual mix deadline in May 2026.

Reason for expanding the criteria

When I-REC(E) was originally introduced in Taiwan, market conditions and regulatory circumstances limited issuance of I-REC(E) to small hydropower projects that were not benefiting from a FiT. In contrast to other I-REC(E) markets, where subsidized projects can also receive an I-REC(E), attributes from FiT-backed projects in Taiwan were absorbed into the government-supported Green Power Purchase Program.

Taiwan’s renewable energy market has transformed significantly since then, both in terms of market dynamics and regulations. The legal basis for Corporate Power Purchase Agreements (CPPAs) and power wheeling was introduced by the 2017 amendment to the Electricity Act. Further policy refinements in the years that followed created an environment in which market-based mechanisms backed by certificates have become an essential tool. As such, allowing I-REC(E) issuance for this portion of the market will reflect current circumstances while preserving adequate safeguards to prevent double issuance.

Ensuring unique and high-quality certification in Taiwan

The Green Certificate Company (GCC), the Accredited Issuer for I-REC(E) in Taiwan, will verify requests against FiT registration and the information in the T-REC Registry. Both the T-REC Registry and the I-REC(E) Registry are transparent about the registered devices and issuance events, making the avoidance of double issuance straightforward.
