Botswana approved for I-REC(E) issuance

The I-TRACK Foundation is pleased to announce that Botswana has been approved for I-REC(E) issuance, following the Expression of Interest letter, and completion and submission of the Country Assessment Report – Botswana (2025) — which provides a comprehensive assessment of its electricity market structures, policy environment, and renewable energy potential — prepared by the Department of Energy under the Ministry of Minerals and Energy, with contributions from the Botswana Power Corporation (BPC) and other key stakeholders.

GCC as I-REC(E) Issuer in Botswana

To facilitate issuance, the Green Certificate Company (GCC) has been appointed as the I-REC(E) Issuer for Botswana. GCC will oversee the registration and certification of electricity generators, ensuring compliance with the International Attribute Tracking Standard (Standard) until a local Issuer can be approved.

Botswana, a landlocked nation in Southern Africa, continues to strengthen its energy infrastructure and diversify its supply mix. The country’s total installed electricity generation capacity stood at approximately 963 MW in 2024, with an increasing share of renewable energy currently contributing 8% to the national mix. Botswana’s energy policy landscape demonstrates a strong commitment to energy transition, with the National Energy Policy (2021), Botswana Renewable Energy Strategy (2018), and Integrated Resource Plan (2020–2040) outlining targets to achieve 50% renewable energy by 2036.

The Botswana Energy Regulatory Authority (BERA), Botswana Power Corporation (BPC), and the Ministry of Minerals and Energy have all expressed their support for establishing a transparent renewable energy certificate market. The government’s ongoing engagement across ministries, including Finance, Environment and Tourism, and Trade and Entrepreneurship, demonstrates cross-sector alignment and awareness of the value of renewable energy attribute tracking systems and the recognition that the I-TRACK Foundation provides a robust framework to enhance transparency, support corporate sustainability goals, and attract investment in clean energy through I-REC(E).

Botswana’s growing renewable energy market, particularly in solar generation and rooftop PV, is expected to benefit from the introduction of I-REC(E). Local Independent Power Producers (IPPs), as well as large consumers in the mining, telecommunications, retail, and hospitality sectors, have indicated strong interest in using I-REC(E) to meet corporate sustainability and Scope 2 reporting needs. The I-REC(E) will provide a credible, internationally recognized mechanism for tracking and claiming renewable electricity consumption within Botswana.

As a member of the Southern African Power Pool (SAPP), Botswana’s participation in the I-REC(E) market will also strengthen regional cooperation and facilitate cross-border recognition of renewable energy certificates. The I-TRACK Foundation is committed to facilitating transparent, robust, and standardized energy attribute tracking markets, and is pleased to have Botswana join the international I-REC(E) market.
