The I-TRACK Foundation has completed a rigorous Quality Assurance Assessment of the Green Certificate Company (GCC), the default Issuer for I-REC(E) & I-TRACK(E), benchmarking its operations against the International Attribute Tracking Standard (“Standard”) and the I-REC Code for Electricity (“I-REC Code”).
An independent, third-party consultancy firm, Barnebies, was commissioned to support the Quality Assurance process by:
- Administering and sharing the Registrants Survey; and
- Distributing the Issuer Questionnaire.
Registrant Survey
As the Standard sets minimum requirements for service quality, the survey provided valuable insight into how GCC’s performance is perceived by market participants. The results confirmed a high level of overall satisfaction with GCC’s services, while also identifying clear opportunities for further improvement. Key survey findings include:
- 94% of respondents expressed confidence in the independence of the facilitator
- 100% confirmed alignment with applicable national legislation
- 91% rated the services as cost-effective
- 82% found communication clear, with suggestions for additional guidance materials
Specific suggestions for improvement included clearer instructions on acceptable metering evidence and instruments, improved guidance for registering FiT and self-consumption projects, and more detailed procedures for issuance in mixed-use setups

Issuer Questionnaire
Through the questionnaire, GCC was requested to submit supporting documentation and relevant email correspondence to demonstrate compliance with the Standard and I-REC(E) Code. All submitted materials were assessed against the Standard’s key requirements, confirming GCC’s adherence to its core principles, including legal compliance, traceability, and robust complaint-handling procedures.
Although the Quality Assurance Assessment brought up certain aspects for improvement, like those identified in the Registrants Survey, the I-TRACK Foundation has no reason to believe that operations breach critical areas of the Standard.
Conclusion
The I-TRACK Foundation is satisfied that GCC has sufficiently demonstrated adherence to the Standard and would like to thank all Registrants and GCC again for their valuable input, and looks forward to continued collaboration in future assessments.
